In view of recent developments in the field of activity of the Russian Federation State Duma member http://ru.wikipedia.org/wiki/%D0%97%D0%B0%D0%BA%D0%BE%D0%BD%D0%BE%D0%BF%D1%80%D0%BE%D0%B5%D0%BA%D1%82_292521-6, I had a few questions.
How can you protect yourself (your web site)
1. Go to the foreign host (that is not required)
2. some other way
I would be grateful for any information.

the situation is.
Russia adopted the anti-piracy law , under which includes all sites with links to illegal content. Search engines when issuing the search give references,including illegal content,that's the only trace and know that it is not legal owner of the search engine is not possible.
I don't know how to define a site with legitimate content or not,because of their sheer number.
Question.
what can be done to the owner of the search engine in this case,
Go to the foreign hosting,that is not welcome
or are there other methods,to leave the site (search)on the server and apply something of anonymity. Only I do not know how to do it.

One solution might be to reject index data from other peers, and only crawl site you are sure they don't contain illegal stuff.

To reject index data from other peers, you need to enable "robinson mode" in the network configuration:
http://localhost:8090/ConfigNetwork_p.html

Another solution might be to use the blacklist to only accept legal sites in your index. But I don't know how to do that. Maybe in a future version of yacy, there will be a whitelist function.

As the hosting of a general search engine has not the intention to do something illegal this should be ok. Moreover the content crawling is fully automatic and can not be controlled for each document to be illegal or not. When someone asks you for removal of a specific site out of your index due to some laws, you can use the blacklist feature of YaCy. This should be a suitable method to comply with the law, at least in Germany. But first, someone would have to ask for it.

I thought about it. Hence, only by request of the owner to make a reference to the black list. As I understand it, to automate such is not possible.
